Zhangjiakou accelerates the construction of "Capital of Computing Power" in the Beijing-Tianjin-Hebei region

On January 30th, the sixth session of the 15th People's Congress of Zhangjiakou City was held. The reporter learned from the meeting that as of the end of 2023, the city has put into operation 27 data centers, 330,000 standard cabinets, and 1.53 million servers, with a computing power scale of 7,600P (1P is equivalent to approximately 1,000 trillion computing speeds per second). At the 2023 National Conference on High-quality Development of Computing Power Industry hosted by the Data Center Committee of China Communications Industry Association, Zhangjiakou City was awarded the title of "Pioneer of High-quality Development of Computing Power".

Zhangjiakou City fully utilizes its location advantage adjacent to Beijing, cool natural conditions, and abundant green power resources, improves supporting facilities, strengthens policy support, and takes large-scale green storage as the entry point to continuously promote digital industrialization and industrial digitization. The big data industry has become a new engine for the city to build new advantages and promote the transformation of old and new kinetic energy.

In 2023, the city successively issued documents like the "Digital Zhangjiakou Construction Action Plan", "Zhangjiakou Digital Infrastructure Construction Special Action Plan (2023-2027)", "Several Measures to Support the Digital Transformation of Industrial Enterprises", and "Zhangjiakou Big Data Industry Development Action Plan". It has accurately formulated a "roadmap" for the development of big data industry with clear goals and measures.

The city proposes to focus on building a spatial layout of the big data industry with "one corridor, four districts, and multiple parks" to promote the deep development of the big data industry chain. It will build a development corridor for the big data industry in the Beijing-Tianjin-Hebei region, and actively undertake the spillover of the Beijing and Tianjin big data industry. Taking the Economic Development Zone as the leader, it will build a functional zone for the digital service industry. Taking Zhangbei County as the leader, it will create a data storage and green low-carbon functional zone. Taking Huailai County as the leader, it will create a functional area for data storage and integration applications. Taking Xuanhua District as the leader, it will build an equipment manufacturing and data storage functional area. The city will build a group of big data industrial parks with reasonable distribution, distinctive characteristics, and efficient operation to form a multi park collaborative linkage pattern.

Focusing on the construction of a national hub node for the integrated computing power network, the city has taken Huailai County, Zhangbei County, and Xuanhua District as the starting points to accelerate the construction of parks such as the city's digital service industry base, Huailai big data industry base, and Zhangbei cloud computing base so as to reasonably layout the big data industry, and form a distinctive, intensive, and efficient spatial layout. Four projects, including the Century Internet North China Cloud Computing Base, have been selected as demonstration projects for the construction of national integrated big data centers. Six other projects, including Alibaba’s Zhangbei Cloud Computing Miaotan Data Center, have been selected for the list of national green data centers.

The city has formulated a list of big data industry chain investment attraction, introducing and cultivating big data industry chain enterprises through business and chain attraction. As of the end of 2023, over 120 big data enterprises are registered, forming a big data industry chain of "data storage+computing power scheduling+equipment manufacturing+application services" preliminary.

Empowering new industrialization with digitization, the city encourages enterprises to apply cloud services such as research and development design, production management, and operation optimization to achieve cloud based production equipment and management business, reduce the cost of digitalization and intelligent transformation. Currently, the city has a total of 3,171 cloud based enterprises.

Next, the city will actively undertake the relocation and transfer of Beijing's big data industry projects, continue to promote the development and application of the big data industry, build a full industry chain ecosystem of big data, and accelerate the construction of the "computing power capital" in the Beijing-Tianjin-Hebei region. This year, the city plans to increase its computing power by over 4,000P.
